REQUIREMENTS: Min: Diploma in Health and Safety Management and minimum 2 years' experience as a Safety Officer on a mine. First aid (level 3) certificate. Fire fighting certificate Training in advanced incident investigations. Training in hazard identification and risk assessments. Experience in investigating a fatal accident advantageous.

RESPONSIBILITIES:
- Perform the duties outlined in Section 2.19.1 of MH&S act and more specifically,
- Conduct Health and safety Communication (e.g. prepare statistics and reports, attend safety meetings and update notice boards) and Training,
- Conduct Safety Inspections and report,
- Investigate Incidents/Accidents and report.
- Assist safety reps and foremen with the planning and conducting of workplace inspections and planned task observations.
- Attend and record (and distribute) minutes of all Health and Safety Committee meetings and follow up and report to the mine manager/mine engineer on the implementation of controls.
- Do risk assessments and follow up on implementation of controls.
- Gives induction to all new staff/contractors and assist the Mine Engineer in the appointment and authorization of contractors by ensuring that supporting documentation (e.g. medical certificate, identity document, licenses and qualifications, etc.) are made available and stored in a safe location.
- Ensuring that all contractors on site have been appointed or authorized by the Mine Engineer by carrying out inspections from time to time.
- Maintain and make suggestions to improve the company's Health & Safety Management System.
- Ensuring that contractors on site comply with MH&S act as well as the mine's Code of Practice and Health & Safety Management System. Audit Mining Contractor's health and safety system (e.g. accountability files, inspection registers, etc.).
- Take part in Health & Safety cross audits at other company sites.
- Performance Areas and the main tasks involved in each
- 1. Conduct Training of staff wrt COP's, SOP's, Risk Assessments, PTO's and Safety Induction.
- 2. Create a culture of safety through communication, i.e. monthly safety topics, safety meetings, safety statistics, update safety notice boards, safety alerts, safety signs, promotions etc.
- 3. Ensure that legal health & safety appointments (e.g. safety reps, subordinate managers, fire marshals, etc.) and Health & Safety Organogram are kept up to date.
- 4. Do safety inspections weekly report to mine engineer/mine manager.
- 5. Do legal safety inspections quarterly and submit report to mine manager.
- 6. Give induction to all employees and contractors that report to the mine.
- 7. Ensure that contractor documentation for appointment / authorization by the mine engineer is in place and up to date.
- 8. Do hazard identification and risk assessments and submit results to mine manager/ mine engineer.
- 9. Investigate incidents and accidents within 24 hours of occurrence (incl. assisting the Inspector of Mines and participate in formal enquiries) and report to mine engineer/mine manager and communicate to health and safety committee.
- 10. Set up workplace inspection and planned task observation rosters and assist with doing these observations.
- 11. Set up rosters and audit legal registers (e.g. ladders, electrical equipment, lifting equipment, etc.) and report to mine engineer.
- 12. Set up rosters and arrange exercises (e.g. evacuation drills) for emergency preparedness and response.
- 13. Assist the mine manager with update of base line risk assessment and follow up on implementation of identified controls.
- 14. Participate in issue-based risk assessments and report to mine engineer on the implementation of controls.
- 15. Assist and ensure that safety reps do their weekly inspections and tasks assigned them during Health & Safety Committee meetings.
- 16. Participate in Health and Safety Committee meetings and ensure that minutes of meeting are recorded and distributed to management and safety reps within 48 hours of the meeting.
- 17. Maintain the company's Health & Safety Management System by reporting non-compliance to procedures and documentation to the mine manager.
- 18. Submit monthly reports (with statistics) to the mine manager/ senior safety officer/coordinator to indicate the state of health and safety on the mine.
- 2.General
- 1. 1. Will be required to visit the mine after hours, weekends and public holidays to gather information and assist the injured should an incident occur during these times.
- 2. Will be required to be contactable at all times in case of an incident.
- 3. Will be required to assist the Inspector of Mines in obtaining the relevant information relating to an incident during a formal enquiry.
